On 15th June 2000 the IWCF International Board agreed to the expansion of the International Board of Directors by creating seven new regional branches with full Board status, as follows: -
 
1. The IWCF will remain registered as a non-profit association at The Dutch Chamber of Commerce, The Hague, Netherlands.
2. The International Board will meet four times per year.  Two meetings will be held in Europe and two in the new regional branch areas.
3. The first stage of expansion will consist of adding seven new regional branches to the existing seven founder national branches: 
4. The seven founder branches will be subject to the same rules as the regional branches (see paragraph 7 below).
 
 
  • Norway

  • Denmark

  • Germany

  • Netherlands

  • France

  • Italy

  • United Kingdom

5. The seven new regional branches will be based on the IWCF Membership Roll as at 15th June 2000, and are as follows: -
 
  Region  8 – Europe Austria, Croatia, Hungary, Ireland, Poland, Romania, Turkey
  Region  9 – Africa Algeria, Angola, Egypt, Libya, Nigeria, Tunisia
  Region 10 – Middle East Bahrain, India, Kuwait, Oman, Qatar, Saudi-Arabia, UAE
  Region 11 – North America Canada, United States
  Region 12 – Latin America Brazil, Colombia, Cuba, Ecuador, Mexico, Peru, Venezuela
  Region 13 – Russian Federation Azerbaijan, Kazakhstan, Russia, Ukraine
  Region 14 – Australasia Australia, China, Indonesia, Malaysia, New Zealand, Philippines, Singapore, Thailand
     
6. The IWCF is pleased to announce the formation of the first three regional branches: -
 
 
  • Middle East Branch - formed on 13th December 2000.  Chairman, Magdy Agaiby, Arabian Drilling Co, Dhahran, Saudi-Arabia. Vice-Chairman, (Vacant).
  • Europe Branch - formed on 6th February 2001.  Chairman, Dr Imre Federer - University of Miskolc, Hungary.
    Vice-Chairman, Dr Tibor Szabo - University of Miskolc, Hungary.
  • Russian Branch - formed on 31st July 2001. Chairman, Dr Oleg Markov - Gubkin Academy, Moscow.
    Vice-Chairman, Lecha Chabaev - Gazobezopasnost LLC, Moscow.
7. Rules for the Formation of a Regional Branch: -
 
 
  • A group of geographically related countries with IWCF resident members may apply to form a regional branch, providing there is at least one resident member and one permanent and active accredited IWCF centre in the region.

  • A Branch must elect a Chairman and Secretary.

  • A Branch must elect one primary (voting) and one secondary representative to the IWCF International Board.  These may be the Chairman and Secretary or any other two members.

  • Branch representatives are elected to the International Board for a period of three years.  Retiring representatives may be re-elected by the Branch.

  • Both the primary and secondary Branch representatives may attend International Board meetings.

  • A Branch will have ONE vote at International Board meetings.

  • In the absence of the primary representative the secondary representative may vote on behalf of the region at International Board meetings.

  • The IWCF will make a financial contribution to each Branch to cover the cost of the travel and accommodation for each representative attending an International Board meeting.  The contribution will be based on the direct costs incurred in accordance with specified travel criteria.

  • A Branch must meet at least once a year.

  • A Branch has no corporate relationship with the International Well Control Forum.

  • A Branch may register as an official ‘Not for Profit’ organisation in one of the countries in their region if agreed by a majority of all the members in that region.
